A CM who kept the promises to the People


He was a popular Chief Minister who implemented his promises to the people. During the period 2006-2011 his ministry could keep the word given to the people before coming to office, even excelling what was promised while sitting in the opposition.

Welfare Measures

As it was promised before coming to power that all the welfare pensions would be nearly doubled from Rs 110/- to 200/-, the VS ministry Could increase it up to Rs 400/-. Rice for Rs 2/- per kg was distributed to all through the Public Distribution System to realise the promise that rice would be provided for reasonable price. The MNREGA programme that had been promised in the election Manifesto got extended to cities. The loans of the homeless were written off. The EMS housing Programme and the MN Laksham Veedu Programme brought the idea of 'housing for all' to realisation.

Development and Industrialisation

The VS government had adopted a policy of strengthening public sector industry. The implementation of this policy salvaged the Public Sector that was stricken with a loss of Rs 96 crores in 2006 to a robust life of Rs 300 crores profit in 2011. Instead of following the policy of disinvestment, eight new Public Sector Industrial Units were begun.

Even at the time of global economic crisis, the economic growth of Kerala had excelled the national situation. Apt intervention was made to finish the central project of Vallarpadam Transhipment Hub within stipulated time limit. It was VS who opened files for the initiation of Kochi Metro project by flagging off the initial works of the project with budgetary allocations. The Central Government had a negative attitude towards Kochi Metro.

It was VS government that obtained permission for Kannur Airport and laid the foundation stone. KIAL Company was formed and work was started during 2006-2011. The project for domestic waterways was initiated by VS, completing the survey for its alignment and beginning dredging works. Similarly the works for Vizhinjam Port was also begun by VS government.

Education Culture and Language

The VS government took several steps to nurture general education and preserve it.  The single window system in order to make the system of admission efficient and transparent was a major step of it. Catching up with the growing world, VS government could advance in bringing up internet connectivity in the arena of education, particularly in fields of higher education. In the Educational arena of Kerala inclusion of information technology was the most significant of the curricular revisions.  It was when EK Nayanar was Chief Minister study was initiated appointing a committee Presided by Professor UR Rao.   The committee submitted its report-  “IT in Education- Vision 2010” in 2000 itself. It was on the basis of this that the 'IT At School Project' came into existence. The UDF government that came to office afterwards began to create textbooks for students in order to introduce Microsoft products to them. VS vehemently opposed this move and that opposition developed into a big struggle in Kerala. At last Microsoft Products were totally removed from the curriculum and free software was introduced instead. Steps were taken for Malayalam attaining the position of classical language and several legislations were made for nurturing Malayalam. Malayalam Mission was begun in 2009 inorder to help the expatriate students to learn Malayalam and be informed of Kerala culture. Considering the minority spoken language in the northernmost areas of Kerala, 'Kerala Tulu Academy' was founded inorder to promote and nurture the Tulu Language, script, literature and culture. For Maritime studies, in May 2010, Kerala Maritime Institute was inaugurated in a ten acre campus in Neendakara in Kollam District.  For the creation of professionals in fashion designing 'Institute of Fashion Technology Kerala' was founded in Vellimanal in Kollam district. Veluthampi Dalawa memorial monument was founded in Kundara in Kollam district.

Agriculture, Forest, Environment

In order to help the farmers, the procurement price for paddy was appreciated from Rs 7 per kg to Rs 14 per kg. This was done when the procurement price for paddy given by the Central government was only Rs 10 per kg. The VS government constituted a Debt Relief Commission providing packages for farmers and fishermen much before the Central government did so.  Kerala became the first state to implement the Forest Rights Act, 2006 during the rule of VS government.   The idea of green budgeting was put forth distributing land for 3000 tribal families. 50000 acres of land were added to the reserve forest. 3000 tribal families were given land. The VS government put forth the idea of 'Haritha budget' (Green Budget).

Organic farming initiatives

VS was an ardent promoter of organic farming and made it a point to practice it in his life. As the Chief Minister, he initiatedquite a few projects to support organic farming and was instrumental in organic farming wider acceptance among the farmers of the State.

Promotion of Khadi products

VS tried his level best to promote the manufacture and use of Khadi products. As CM he tried to propagate the use of them universal and made it mandatory for the government employees to wear Khadi apparels on all Saturdays. He initiated various schemes for the betterment of the lives of Khadi workers and improve the infrastructure facilities in Khadi units.


Social Justice, Labour

The VS government put forth the idea of gender budgeting. This was for providing just consideration for all social sections including Women and children in the whole course right from government planning of projects. 50% posts were reserved in Local Self government establishments. Creative steps were taken for resolving unemployment. As part of this, 31000 posts were created in various government departments. In the period 2006-2011 1,75,000 appointments were done.

The Novel World of Information Technology

The IT policy 2007 was a revolutionary step by the VS government in the information technology sector. Beyond a mere legislation actually the government was putting forth a perspective of clear direction in that realm. This was also the reflection of VS's political position with regard to knowledge and Science and Technology. It was a policy decision that free software would be used in IT @ School Project instead of Proprietary Software. At the same time it saved treasury expenditure too. Between 2006 and 2011 Kerala witnessed a great leap forward in the IT sector. Cyber Park was founded in Calicut. Techno City was founded in Thiruvananthapuram. TCS the first company began operations. New IT-Techno Parks were established in various districts including Koratty (Thrissur), Cherthala (Alappuzha) etc. New developments were manifest at Thiruvananthapuram Techno Park and Kochi Info Park and completing the stages which were under construction it all became operative. The government kept 'InfoPark' and began the ' Smart City ' project. VS Achudananthan's well oriented and resolute leadership led Kerala to the heights of IT export much higher than the national average.
